According to the Singapore Global Islamic Economy Indicator (SGIEI) 2024/2025, Indonesia ranks third as the world’s largest halal industry holder. This achievement is supported by various leading sectors: the fashion industry which achieved first place, cosmetics and halal tourism in second place, and Islamic fintech which occupies sixth position.

This achievement is the result of consistency and stable growth. Indonesia has successfully risen significantly from 10th place in 2014-2015 to the current top three. This growth aligns with the increase in Indonesia’s halal industry exports, which reached USD 41.42 billion or equivalent to Rp 673.90 trillion for the period from January to October 2024.

Nevertheless, Indonesia still faces serious challenges. Most of Indonesia’s halal industry consumers are domestic consumers. This condition, although seemingly advantageous due to Indonesia’s large Muslim population, can become a weakness if not balanced with innovation and international market expansion. Currently, Indonesia has already fallen behind Malaysia, a country with only one-eighth of Indonesia’s population, in terms of halal export market penetration.

Indonesia’s Competitive Edge: Spices as Distinctive Competence

Every country has distinctive competence or competitive uniqueness that can serve as an economic mainstay. Thailand has successfully developed halal cuisine and gastronomy cooperation to promote their local food. Australia has become widely known for its high-quality halal meat exports to Muslim countries. Indonesia also possesses extraordinary competitive uniqueness, but unfortunately, it has not been maximized: spices.

Siti Nur Azizah Ma’ruf from Antara News Portal

Siti Nur Azizah Ma’ruf, Chairwoman of the Indonesian Muslim Women Merchants Association, emphasized that Indonesian spice commodities are still highly sought after in the global market, particularly in European countries. “Our spice commodities are attractive abroad, they are halal products that people don’t usually consider. These are our halal products that are flagship commodities, having their own market niche. This is what we need to promote, the spice market,” she said at the MoreFood Expo 2026 launch event in Jakarta.

An Invaluable Historical Legacy

Since the colonial era, Indonesian spices have been the primary commodities fought over by European nations. Commodities such as nutmeg, cloves, ginger, turmeric, curcuma, and cinnamon are not merely cooking spices, but versatile raw materials for various modern industries, ranging from food, beauty, pharmaceuticals, to medical applications.

The appeal of Indonesian spices is supported by abundant production and superior quality. According to Central Statistics Agency data for 2023, Indonesia’s spice production reached 539 million tons, with turmeric as the commodity with the highest production yield. This achievement places Indonesia in fourth place as the world’s largest spice-producing country, after India, China, and Nigeria.

Challenges in Optimizing Potential

Unfortunately, this great potential has not been matched by optimal export growth. The main problem lies in the limited knowledge of local farmers and producers regarding the development potential of spices. Most still view spices only as cooking ingredients, so products are sold in raw material form without added value.

In fact, Indonesian spices have extraordinary development potential such as:

Cosmetics Industry: Cinnamon can be processed into anti-acne masks, while black pepper can be made into effective anti-aging serums.

Food Industry: Cloves can be processed as synthetic salted egg flavoring, ginger can be made into health jellies, and various other spices can be developed into natural seasoning powders.

Pharmaceutical Industry: Many Indonesian spices have scientifically proven medicinal properties and can be developed into modern medical products.

Instant Food Products: Spices can be processed into various healthy and nutritious snack and instant food products.

International Market Opportunities

Source: Antara News

Although still limited, several countries have routinely imported Indonesian spices, with the United Arab Emirates as the main importer, especially for white pepper and black pepper commodities. International interest in Indonesian spices is also shown by other countries, such as Jordan which is interested in developing tropical agricultural technology. This was evidenced by the visit of President Prabowo Subianto and Minister of Agriculture Andi Amran Sulaiman to meet King Abdullah II to discuss bilateral cooperation opportunities.

While the Indonesian spice export sector has not yet demonstrated the rapid and optimal growth that its enormous potential would suggest, these early developments nevertheless represent a significant and promising gateway for the comprehensive globalization of Indonesian spice exports on the international stage. This emerging positive momentum, though still in its nascent stages, presents an exceptionally strategic and timely opportunity to systematically integrate the spice industry as a fundamental cornerstone within Indonesia’s broader and increasingly sophisticated halal industry ecosystem.

Furthermore, this convergence of traditional agricultural excellence with modern halal industry standards could potentially catalyze a transformative shift in how Indonesian spices are perceived, marketed, and consumed globally. By leveraging this momentum, Indonesia can strategically position itself not merely as a raw material supplier, but as a comprehensive provider of value-added, certified halal spice products that meet the evolving demands of international markets. This integration would not only enhance the economic value of Indonesia’s spice exports but also strengthen the country’s overall competitive advantage in the rapidly expanding global halal economy, ultimately creating a synergistic relationship between Indonesia’s rich agricultural heritage and its ambitious halal industry aspirations.

Development Strategy for the Spice Industry

To maximize the potential of Indonesia’s spice industry, a comprehensive strategy is needed:

1. Education and Capacity Building

Intensive education programs for farmers and producers regarding the economic potential of spices need to be carried out systematically. Farmers must understand that spices are not just traditional commodities, but raw materials for high-value modern industries. Training programs on modern cultivation techniques, post-harvest handling, and international quality standards must be prioritized.

2. Halal Certification and Standardization

Since Indonesian spices will be marketed as halal products, credible international halal certification is essential. Quality standards that meet international regulations will also boost global consumer confidence. All industry participants—farmers, processors, and certification bodies—must understand that while spices are naturally halal, their halal status must be protected throughout the entire process. This means ensuring halal compliance during production, using proper containers and packaging, and maintaining halal standards during distribution and storage.

3. Downstream Industry Development

Indonesia must strategically transition from its current role as a raw material supplier to becoming a sophisticated finished product manufacturer in the global spice industry. At present, numerous European companies capitalize on Indonesia’s position by importing raw spices at low prices, then processing and packaging them domestically to capture significantly higher profit margins and added value. This existing trade pattern essentially transfers the most lucrative aspects of the spice value chain to foreign markets, limiting Indonesia’s economic benefits.

By establishing modern spice processing facilities within Indonesia, the country can capture this lost value while simultaneously creating substantial employment opportunities across multiple skill levels. These domestic processing plants would not only increase export revenues through higher-value finished products but also foster the development of supporting industries, enhance local technical expertise, and strengthen Indonesia’s position as a comprehensive spice industry hub rather than merely a raw material source.

4. Technology and Research Investment

Indonesia urgently needs modern research laboratories with advanced technology to develop spice-based products. Investment in extraction technology, product development, and quality standards will boost competitiveness in international markets. To tap into the global halal market, Indonesia must build research facilities that combine the country’s rich spice resources with international halal product requirements. These labs will help transform traditional Indonesian spices into high-quality, certified halal products that meet global market demands

4. Product and Market Diversification

The development of various spice derivative products, ranging from cosmetics, pharmaceuticals, to functional foods, will open broader market opportunities. Targeted marketing strategies to various countries with different consumer preferences also need to be developed.

Conclusion

Source: Indonesia Eximbank

Indonesia stands at a critical juncture in its economic development, possessing one of the world’s most valuable yet underutilized assets: its spice industry. As the world’s third-largest halal industry player and fourth-largest spice producer globally, Indonesia has the foundation to transform its spice sector from a traditional raw material supplier into a sophisticated, value-added industry that can significantly contribute to the nation’s economic growth.

The potential is undeniable. With 539 million tons of annual spice production and a rich historical legacy dating back to the colonial era, Indonesian spices continue to be highly sought after in international markets, particularly in Europe and the Middle East. However, the current reality reveals a missed opportunity: while Indonesia produces these valuable commodities in abundance, the majority of economic benefits are captured by foreign processors who import raw materials and add value in their own countries.

The path forward requires a comprehensive transformation strategy that addresses five critical areas: education and capacity building for farmers and producers, robust halal certification and standardization processes, downstream industry development through domestic processing facilities, substantial investment in technology and research infrastructure, and strategic product and market diversification.

The integration of Indonesia’s spice industry into the broader halal economy presents an exceptional opportunity. By leveraging the country’s natural advantages and implementing systematic improvements across the value chain, Indonesia can position itself as a global leader in halal spice products rather than merely a raw material supplier.

The time for action is now. Indonesia’s spice industry represents more than just an economic opportunity—it embodies the nation’s rich cultural heritage and offers a sustainable pathway to enhanced prosperity. Success in this sector will not only increase export revenues and create employment opportunities but also strengthen Indonesia’s position in the rapidly expanding global halal economy.

The transformation will require coordinated efforts from government, industry stakeholders, and international partners. However, with proper strategy implementation, Indonesia’s spices can evolve from being historical treasures to becoming modern drivers of economic growth, ultimately fulfilling their potential as true international export champions in the halal market.

References:

Harmoko, I.
