JAKARTA<\/strong> \u2013 Indonesia’s capital has emerged as the nation’s most compliant province in implementing halal certification requirements, according to the head of the Halal Product Assurance Organizing Agency (BPJPH).<\/p>\n

Recognition of Jakarta’s Leadership<\/h2>\n

Haikal Hasan, who leads BPJPH and is commonly known as Babe Haikal, commended Jakarta’s adherence to halal certification regulations during a meeting with Jakarta Governor Pramono Anung at City Hall on Monday.<\/p>\n

“Jakarta stands among the most compliant provinces in implementing legislation, particularly regarding halal certification,” Hasan told reporters following the meeting.<\/p>\n

National Ranking Initiative<\/h2>\n

BPJPH plans to establish a comprehensive ranking system evaluating regional compliance with halal certification requirements across Indonesia. Hasan expressed confidence that Jakarta would claim the top position.<\/p>\n

“We will create rankings, and Jakarta appears poised to lead. The province demonstrates the highest compliance and discipline levels, which aligns with our expectations,” he stated.<\/p>\n

Legislative Framework<\/h2>\n

Hasan emphasized that halal certification represents a mandatory requirement established through successive legislative measures spanning multiple presidential administrations.<\/p>\n

“During former President SBY’s tenure, Law Number 33 of 2014 was enacted. Subsequently, under President Jokowi’s leadership, this was reinforced through Government Regulation 42 of 2024. All these measures are being implemented during President Prabowo Subianto’s current administration,” he explained.<\/p>\n

Free Certification for Small Food Vendors<\/h2>\n

The BPJPH chief encouraged culinary business owners to obtain halal certification promptly, noting that small food establishments qualify for free certification services.<\/p>\n

“Traditional eateries including warteg (Tegal-style restaurants), warung Betawi (Betawi cafes), soto shops, rawon vendors, warmindo (instant noodle stalls), and coffee shops all qualify for free halal certificates. It simply requires willingness to register,” Hasan noted.<\/p>\n

Jakarta’s Certification Track Record<\/h2>\n

Governor Pramono Anung highlighted Jakarta’s decade-long collaboration with BPJPH, revealing that the provincial government has facilitated 15,837 halal certifications to date. He expressed optimism about expanding this number during the current year.<\/p>\n

“We anticipate securing approximately 5,000 additional certifications this year, reinforcing Jakarta’s position as a province demonstrating strong compliance in obtaining halal facilities,” the governor said.<\/p>\n

Background on Halal Certification Requirements<\/h2>\n

Indonesia’s halal certification framework has evolved through multiple legislative stages, beginning with Law 33 of 2014 during the Susilo Bambang Yudhoyono presidency. The system received additional regulatory support through Government Regulation 42 of 2024 enacted during Joko Widodo’s administration.<\/p>\n

The certification requirement aims to ensure product compliance with Islamic dietary laws, providing assurance to Indonesia’s Muslim-majority population while supporting small business owners through free certification programs for traditional food vendors.<\/p>\n

Legal Challenges<\/h2>\n

The halal certification mandate has faced legal scrutiny. In June 2025, advocate Fransiska Jeane filed a judicial review of Law 33 of 2014 at the Constitutional Court (case number 96\/PUU-XXIII\/2025), arguing that mandatory halal certification for all products constitutes forced implementation of Islamic teachings upon followers of other religions.<\/p>\n

Despite such challenges, implementation continues across Indonesian provinces, with Jakarta emerging as the compliance leader according to BPJPH assessments.<\/p>\n
