Macau’s New Strategy: Attracting Muslim Tourists
A Focus on Muslim Travelers
The Macau Government Tourism Office (MGTO) is ramping up its efforts to draw in Muslim tourists, particularly from Gulf Cooperation Council (GCC) countries. Maria Helena de Senna Fernandes, the director of MGTO, shared this exciting initiative during the announcement of the upcoming 13th Macau International Travel Expo (MITE), set to take place from April 25-27.
Engaging Islamic Markets
At the expo announcement, Fernandes outlined the tourism office’s strategic plan to engage with Islamic nations and enhance Macau’s appeal as a travel destination. Recent seminars held by MGTO in Dubai and Saudi Arabia showcased the immense potential of these markets, as reported by the Macau Daily Times.
Creating a Muslim-Friendly Environment

A key component of this strategy is to make Macau more welcoming for Muslim visitors. This involves expanding halal food options and upgrading hotel facilities to meet “Muslim-friendly” standards. By doing so, Macau aims to create an environment where Muslim travelers feel comfortable and catered to during their stay.
Tapping into Local Islamic Traditions
In addition to targeting international markets, the MGTO is also looking to attract visitors from China’s western provinces, where Islamic traditions are deeply embedded. This dual approach not only broadens the potential tourist base but also enriches the cultural exchange between Macau and its visitors.

The upcoming MITE will feature special promotions focused on halal food, along with workshops designed to help hotels achieve Muslim-friendly certifications. These initiatives are part of a broader effort to ensure that Macau meets the diverse needs of its visitors.
Ambitious Visitor Goals
Fernandes expressed the MGTO’s ambition to restore and surpass pre-pandemic levels of international tourism.
“Our main goal is to attract at least 3 million international visitors annually,” she stated, with aspirations to exceed that number in the future.
Building Connections for Success
To realize these goals, the MGTO plans to collaborate with airlines that offer direct flights to Macau and enhance connectivity through Hong Kong and other cities in the Greater Bay Area. “We understand there will still be a lot of work to do,” Fernandes acknowledged, emphasizing the importance of partnerships and infrastructure development in achieving their objectives.
A Bright Future for Macau Tourism
With its strategic focus on attracting Muslim tourists and enhancing its offerings, Macau is poised to become a more inclusive and appealing destination for travelers from around the world. As the city prepares for the MITE and implements its new initiatives, the future looks promising for Macau’s tourism industry.
