Russian Islamic Authority Prohibits Muslim Couriers from Delivering Non-Halal Goods

The Council of Ulama of the Spiritual Administration of Muslims of the Russian Federation (DUMA of the Russian Federation) has issued a decree prohibiting Muslim couriers from delivering prohibited goods, according to reports from Izvestiya on October 7, 2025.
Banned items defined under Islamic law
The restrictions specifically target alcohol, pork, meat failing to meet halal standards. The announcement appeared on the official DUMA of the Russian Federation website. Additional prohibited items include gambling materials, idols, objects of pagan worship, meat from animals slaughtered through methods contradicting Islamic principles.
Exceptions allow practical flexibility
Transportation for disposal purposes of these prohibited goods receives permission under the new guidelines. Couriers may deliver cargo when they lack knowledge regarding which category the goods belong to, according to Gazeta.Ru.
The document states that if cargo contains both permissible plus forbidden items, but permissible goods predominate, then delivery receives authorization with the condition of subsequent alms payment.
Transportation of goods with unknown contents, such as closed boxes, also receives approval provided the courier remains unaware that prohibited items exist within. A violation occurs only when conscious intention to transport forbidden goods exists.
