Indonesia Sets New HS Code Framework for Mandatory Halal Certification

Draft Decree Signals Clearer Rules for Food, Cosmetics, and Wellness Products

Indonesia has submitted a draft decree to the WTO outlining a new HS code–based system that will define which products must carry halal certification. The proposal is open for public comment until 30 November 2025.

What’s in the Draft?

A WTO notification issued on 6 November 2025 (G/TBT/N/IDN/160/Add.2) details Indonesia’s plan to classify food, beverages, additives, cosmetics, plus natural medicine products using Harmonized System (HS) codes. These codes will serve as the reference point for determining items that require halal approval before entering Indonesia’s market—whether through import, distribution, or retail.

The list aims to help importers and authorised representatives understand their obligations, register foreign halal certificates, confirm whether their goods fall under compulsory halal rules, and submit applications via BPJPH or recognised overseas authorities.

This move follows BPJPH’s announcement on 9 September 2025 introducing new rules on halal mark labelling and public disclosure of certification information.

The HS-coded framework seeks to streamline enforcement of Indonesia’s halal laws, establish clear compliance boundaries, and offer businesses a more predictable path for meeting mandatory halal requirements.
