JAKARTA –  A new strategic partnership between the Singapore Malay Chamber of Commerce and Industry (SMCCI) and Maybank Singapore aims to accelerate the growth of halal-focused small and medium enterprises (SMEs) across the Singapore-Malaysia border, with particular emphasis on the Johor-Singapore Special Economic Zone (JS-SEZ).

Comprehensive Support Framework

The collaboration, formalized through a Memorandum of Understanding (MoU) signed in July 2025, establishes a comprehensive framework to support Malay and Muslim-owned businesses in both Singapore and Malaysia. The partnership is designed to address the unique challenges faced by halal-focused enterprises while capitalizing on the growing global halal market.

Under the agreement, both organizations will coordinate various initiatives including business events, cross-border trade missions, and industry conferences. These activities are specifically designed to enhance halal capability development, facilitate market access, and promote knowledge sharing throughout the ASEAN region.

Targeted Business Support Services

SMCCI will leverage its network of 300 members to provide essential business support services, including guidance on market entry strategies, workspace solutions, and policy updates. The organization will pay special attention to opportunities arising within the Johor region, helping businesses navigate the complexities of cross-border operations.

Meanwhile, Maybank Singapore will contribute its financial expertise by offering tailored financial solutions to participating businesses. The bank will also continue its commitment to the myimpact Microbusiness Programme, which provides comprehensive support including training, mentorship, and seed funding specifically targeted at underserved entrepreneurs.

Leadership Vision and Market Potential

Dr Abdul Malik Hassan, President of SMCCI, emphasized that the partnership is strategically positioned to strengthen the ecosystem supporting cross-border halal business growth. The collaboration recognizes the significant potential within the JS-SEZ to serve as a catalyst for regional halal trade expansion.

Sazzali Sabandi, Maybank’s Head of Islamic Banking in Singapore, highlighted the substantial opportunities available across ASEAN within the rapidly expanding global halal market, which is valued at approximately US$5 trillion. This market size underscores the economic significance of the partnership and its potential impact on regional business development.

Economic Zone Advantages

The focus on the JS-SEZ reflects the unique advantages offered by this cross-border economic zone. The special economic zone framework provides businesses with enhanced regulatory flexibility, streamlined processes, and improved access to both Singapore and Malaysian markets. For halal-focused enterprises, this represents an opportunity to leverage the strengths of both economies while maintaining compliance with Islamic principles.

Regional Impact and Future Prospects

The partnership comes at a time when ASEAN countries are increasingly recognizing the economic potential of the halal industry. By combining SMCCI’s industry expertise and extensive network with Maybank’s financial capabilities and Islamic banking knowledge, the collaboration creates a robust platform for business growth and regional economic development.

The initiative is expected to contribute to the broader development of the halal ecosystem in Southeast Asia, potentially serving as a model for similar partnerships across the region. As the global halal market continues to expand, such strategic alliances between industry organizations and financial institutions may become increasingly important for supporting SME growth and competitiveness.

Supporting Underserved Entrepreneurs

A key component of the partnership is its focus on supporting underserved entrepreneurs through the myimpact Microbusiness Programme. This initiative addresses the often-overlooked segment of small-scale entrepreneurs who may lack access to traditional financing and business development resources. By providing training, mentorship, and seed funding, the program aims to create a more inclusive business environment within the halal sector.

The collaboration between SMCCI and Maybank Singapore represents a significant step toward creating a more integrated and supportive ecosystem for halal businesses in the region. As both organizations work together to implement their joint initiatives, the partnership is positioned to contribute meaningfully to the growth of the halal economy across Southeast Asia while fostering greater economic cooperation between Singapore and Malaysia.
