Malaysia Takes the Lead in 2025 Global Muslim Travel Rankings

The 2025 Global Muslim Travel Index, released by Mastercard and CrescentRating, places Malaysia at the top with a score of 79 points. This marks Malaysia’s return to sole leadership after previously sharing the number one spot with Indonesia in earlier editions.

Middle Eastern Nations Secure Strong Rankings

Saudi Arabia, Turkey, and the United Arab Emirates achieved a three-way tie for second place, each earning 78 points. Meanwhile, Indonesia experienced a significant decline, dropping four points to land in fifth place alongside Qatar with a score of 76 points.

Malaysia’s Winning Strategy for Muslim Tourism

Malaysia’s decade-long success as a Muslim-friendly destination results from implementing a comprehensive national halal tourism strategy. The government and private sector have made substantial investments in halal certification systems and inclusive tourism policies, while creating a unique cultural identity that blends local traditions, Islamic heritage, and modern conveniences.

Cultural Differentiation Sets Malaysia Apart

Although Malaysia shares religious and cultural similarities with neighboring countries like Brunei and Indonesia, it has successfully crafted a distinct tourism narrative that appeals to international audiences. The GMTI recognizes Malaysia as a benchmark for integrating inclusivity into national tourism strategies, highlighting its multicultural, Muslim-majority character that offers visitors authentic experiences in a contemporary setting.

Non-Muslim Countries Enter the Competition

Non-Muslim and non-OIC nations are increasingly establishing themselves in the halal tourism market. Hong Kong leads this category in third place among non-OIC destinations, boasting over 180 halal-certified restaurants and more than 60 Muslim-friendly establishments certified by CrescentRating.

Regional Players Make Their Mark

Singapore maintains its strong position in the rankings, while Thailand and the Philippines are advancing steadily. The Philippine Department of Tourism has partnered with hospitality companies like Megaworld Hotels and Resorts to increase halal-compliant facilities and attract Muslim visitors from ASEAN and Middle Eastern countries.

Growing Market Potential Drives Competition

The expansion of non-Muslim countries into halal tourism reflects the market’s tremendous potential. CrescentRating forecasts that Muslim travelers will reach 245 million globally by 2030, with related spending expected to hit $230 billion, making this a highly attractive and competitive market segment.
