The Philippines Expands Its Halal Travel Landscape Through Boracay Newcoast
A Growing Commitment to Inclusive Tourism
In recent years, the Philippines has taken significant steps to strengthen its position in the global halal travel market. One of the most important milestones in this effort was the launch of Marhaba Beach in 2024 at Boracay Newcoast, the first beach area in the country specifically designed for Muslim travelers.
This initiative reflects a broader national strategy to promote inclusive tourism while responding to the rapidly expanding global demand for halal-friendly travel destinations. Importantly, these developments are not limited to Muslim visitors alone, they also promote intercultural understanding and improve hospitality standards for all travelers.
2024: The Opening of Marhaba Beach as a National Milestone
In September 2024, the Philippines officially introduced Marhaba Beach, located within the Boracay Newcoast private beach area. Covering approximately 850 square meters, the beach was designed to accommodate the needs of Muslim families by providing a respectful and comfortable environment aligned with Islamic values such as modesty and privacy.
The project was developed through collaboration between the Department of Tourism (DOT), the local government of Malay, and Megaworld Hotels and Resorts. The concept was inspired by similar Muslim-friendly coastal destinations in countries like the Maldives and Thailand, which have already established strong reputations in halal tourism.
Tourism authorities emphasized that Marhaba Beach represents an important first step toward making the Philippines a more inclusive destination where travelers of different faith backgrounds can comfortably enjoy world-class beach tourism.
2023–2024: International Recognition Strengthens the Philippines’ Position
Even before the opening of Marhaba Beach, the Philippines had already begun gaining international recognition in halal tourism development. In both 2023 and 2024, the country was named an Emerging Muslim-Friendly Destination among non-OIC countries in the Mastercard-CrescentRating Global Muslim Travel Index.
These recognitions reflect growing institutional efforts to improve Muslim-friendly infrastructure nationwide. By mid-2024, nearly 270,000 visitors from Muslim-majority countries had already traveled to the Philippines, representing more than half of the total number recorded in 2023. In addition, 289 tourism establishments and 237 restaurants across the country had received Muslim-friendly accreditation.
This demonstrates that Marhaba Beach was not an isolated project but part of a broader national tourism strategy.
2026: Boracay Newcoast Develops into a Halal Tourism Hub
By 2026, Boracay Newcoast had evolved beyond a single Muslim-friendly beach into a more comprehensive halal tourism township. Infrastructure improvements now include halal-certified dining options, gender-separated prayer facilities, culturally sensitive accommodations, and hospitality services designed to support faith-conscious travelers.
Hotels within the area provide Qur’an copies in guest rooms, qibla direction indicators, and trained staff familiar with Islamic hospitality standards. Kitchen preparation processes also follow halal compliance practices to ensure dietary confidence for Muslim visitors.
These developments show how the Philippines has moved from symbolic inclusion in 2024 toward structured halal tourism ecosystem building by 2026.
Cultural Recognition Beyond Economic Motivation
Philippine tourism authorities have also emphasized that halal tourism expansion is not driven solely by economic interests. The initiative highlights the historical contributions of Muslim communities to Filipino identity and promotes greater cultural awareness within the national tourism landscape.
By integrating Islamic cultural sensitivity into tourism planning, the government strengthens both domestic inclusivity and international visitor confidence.
Cultural Events Expand the Tourism Calendar
Another important development by 2026 is the introduction of Islamic cultural programming within Boracay Newcoast. Events such as Hari Raya celebrations and Islamic New Year activities now feature halal food fairs, culinary workshops, and community gatherings that welcome both Muslim and non-Muslim participants.
These programs help diversify Boracay’s tourism calendar, reducing reliance on traditional Western holiday travel seasons while encouraging cultural exchange between visitors from different regions.
A Strategic Shift Toward Inclusive Global Tourism
The opening of Marhaba Beach in 2024, followed by the broader township-level halal infrastructure development in 2026, demonstrates how the Philippines is steadily expanding its halal tourism strategy. Supported by international recognition in 2023 and 2024, these initiatives position Boracay Newcoast as an emerging Muslim-friendly destination in Southeast Asia.
Through infrastructure development, cultural engagement, and hospitality training, the Philippines is strengthening its role as an inclusive tourism destination that welcomes travelers from diverse religious and cultural backgrounds.
