Kawaguchiko, Japan – In a landmark initiative aimed at boosting its position in the global Islamic economy, Indonesia has launched an ambitious program offering one million free halal certifications to its micro, small, and medium enterprises (MSMEs) in 2025.

The program, known as SEHATI, officially began accepting applications on April 11th and represents a strategic investment in Indonesia’s vast MSME sector, which forms the backbone of the nation’s economy. By removing the financial barriers associated with halal certification, Indonesia aims to integrate its businesses into the multi-trillion-dollar global halal market.

“This program reflects our government’s commitment to empowering MSMEs and positioning Indonesia as a leader in the global halal industry,” said Ahmad Haikal Hasan, Chairman of BPJPH, Indonesia’s Halal Product Assurance Agency. “We’re not just offering free certification—we’re providing comprehensive support to help businesses succeed.”

Comprehensive Support System

Understanding that many small businesses lack expertise in navigating certification processes, BPJPH has deployed over 115,000 Halal Product Process Assistants throughout the archipelago. These trained professionals guide businesses through every step of the certification journey, from initial application to final approval.

The agency has also significantly upgraded its Halal Information System to handle the increased demand, streamlining application procedures and accelerating certificate issuance.

Beyond Cost Savings

The benefits of this initiative extend far beyond immediate financial relief. For participating businesses, halal certification can:

  • Open doors to lucrative domestic and international markets
  • Build consumer trust and loyalty
  • Provide a competitive edge in increasingly crowded marketplaces
  • Improve overall business practices and quality standards
  • Facilitate integration into global halal supply chains

“Free certification democratizes access to the halal economy,” explains market analyst Siti Nurhaliza. “Previously, smaller businesses simply couldn’t afford the certification costs, putting them at a disadvantage. This program levels the playing field.”

Indonesia’s Natural Advantages

As the world’s most populous Muslim nation with over 230 million Muslim citizens, Indonesia possesses unique strengths in the global halal marketplace:

  • A massive domestic consumer base
  • Deep-rooted Islamic heritage and cultural understanding
  • Abundant natural resources for halal food production
  • Strong government commitment to halal industry development

Looking Forward

While the free certification program represents a significant step forward, Indonesia continues to address challenges in its quest to become the global halal hub:

  • Harmonizing standards across regions and sectors
  • Investing in ongoing training for certification personnel
  • Implementing robust anti-counterfeiting measures
  • Expanding halal awareness in non-food sectors like pharmaceuticals, cosmetics, and tourism
  • Strengthening international partnerships and recognition

Indonesia’s approach offers a compelling model for other Muslim-majority nations seeking to develop their halal industries. By making certification accessible to even the smallest enterprises, Indonesia is taking a bottom-up approach that promises more inclusive and sustainable growth.

“This isn’t just about regulatory compliance,” notes economic observer Rahman Hakim. “It’s a comprehensive economic strategy that positions Indonesia to shape global halal standards while ensuring its own citizens can participate in and benefit from the growing Islamic economy.”

As global demand for halal products continues to expand beyond traditional food categories into lifestyle sectors, Indonesia’s strategic investment in its MSME sector could yield dividends for decades to come.
