Singapore Launches QR Code-Enabled Halal Certification System

JAKARTA – Singapore is taking a significant step toward modernizing its halal certification process with the introduction of QR code-verified certificates, set to launch on October 1, 2025. The Islamic Religious Council of Singapore (Muis) announced this technological advancement during the Singapore Halal International Seminar held at Hilton Singapore on September 24.

Revolutionary Digital Verification

The new certification system represents a major shift from traditional paper-based verification methods. Each halal certificate will now feature a QR code that, when scanned, provides immediate access to a digital verification page. This page displays comprehensive information about the establishment’s certification status, validity period, and current compliance standing.

For consumers, this innovation eliminates the previous cumbersome process of emailing Muis to verify a business’s halal status. The instant verification capability significantly enhances transparency and builds consumer confidence in halal-certified establishments.

Streamlined Business Operations

Food establishments will benefit from a more efficient certification display system. The new format allows businesses to showcase a single certificate without the need for frequent replacements during renewal periods. This change reduces administrative burden and ensures continuous compliance visibility.

The transition affects all halal certificate holders across Singapore’s food industry, including specialized facilities such as poultry abattoirs and central kitchens. While the digital system launches in October 2025, businesses currently displaying physical certificates have until March 2026 to adopt the new format.

Enhanced Reporting Mechanisms

Beyond verification capabilities, the QR code system includes an integrated reporting feature that enables consumers to flag suspected misuse or fraudulent activities directly through the digital platform. This crowdsourced monitoring approach strengthens the overall integrity of Singapore’s halal certification ecosystem.

Streamlined International Recognition

Alongside the domestic certification updates, Muis has launched a dedicated online portal at https://fhcb.muis.gov.sg to facilitate the recognition process for foreign halal certification bodies seeking to export to Singapore. This digital platform replaces the previous email-based application system, significantly reducing processing times for international partners.

The portal currently recognizes 101 foreign certification bodies, with detailed information readily accessible to businesses involved in halal food imports. This centralized system enhances Singapore’s position as a regional halal trade hub.

Strategic Importance for Food Security

Associate Professor Faishal Ibrahim, Acting Minister-in-charge of Muslim Affairs, emphasized the critical role of robust halal standards in Singapore’s food security framework. Given Singapore’s limited domestic food production capabilities, maintaining rigorous certification standards for imported halal products is essential for serving both the local Muslim population, which comprises 15% of residents, and international food industries.

“Halal certification is critical to our food security, given Singapore’s limited resources,” Professor Ibrahim stated, highlighting how the enhanced digital framework ensures the integrity of imported halal products while supporting the nation’s broader food security objectives.

The comprehensive digital system reflects Singapore’s commitment to maintaining high standards in halal certification while adapting to modern technological capabilities. The enhanced transparency measures aim to build stronger trust relationships between certified businesses, consumers, and regulatory authorities.
