Cambodia Courts Malaysian Investment for Halal Food Industry Development

DEPOK – Cambodia and Malaysia conducted high-level discussions focused on strengthening their commercial relationship and promoting direct foreign investment opportunities, with particular emphasis on establishing halal food manufacturing facilities for international export markets. Currently, Malaysia ranks as Cambodia’s 11th most significant trading partner.

High-Level Diplomatic Engagement

On August 21, Deputy Prime Minister Sun Chanthol, serving as first vice-president of the Council for the Development of Cambodia (CDC), hosted Malaysian Ambassador Shaharuddin Onn at CDC headquarters to explore potential investment collaborations.

Regional Stability Recognition

Ambassador Shaharuddin expressed appreciation for Cambodia’s participation in implementing a ceasefire agreement with Thailand, which was negotiated on July 28 in Putrajaya, Malaysia. He characterized this agreement as evidence of Cambodia’s dedication to pursuing peace and regional stability with neighboring nations—fundamental prerequisites for sustainable social and economic progress.

Gratitude for Malaysian Leadership

Deputy Prime Minister Chanthol thanked the Malaysian government, under Prime Minister Anwar Ibrahim’s leadership as 2025 ASEAN chair, for their instrumental role in facilitating the ceasefire negotiations. He stressed the critical importance of enhancing Cambodia-Malaysia commercial relationships and expressed optimism for increased cooperation and broader collaboration through expanded Malaysian direct investment.

Investment Focus Areas

“We are eager to welcome additional Malaysian investment into Cambodia, particularly within the halal food processing industry,” Chanthol stated, highlighting this sector as a key priority for economic development and export growth.

Malaysia established itself among Cambodia’s earliest international investors, beginning operations in April 1994 with significant projects including Angkor Beer production and electrical infrastructure development, demonstrating a long-standing commitment to Cambodia’s economic development.

Trade Performance Analysis

According to the General Department of Customs and Excise (GDCE), bilateral trade between the two nations reached $598.19 million during the January-July 2025 period, representing an 11.2% increase compared to the corresponding timeframe in 2024. Cambodia’s exports to Malaysia totaled $78.88 million (showing 2.4% growth), while imports from Malaysia reached $519.32 million (indicating 12.7% growth).

Hong Vanak, an economist from the Royal Academy of Cambodia, explained that both countries’ ASEAN membership has facilitated consistent trade growth, particularly in Malaysian imports to Cambodia. He attributed the trade imbalance to Malaysia’s larger population, more extensive territory, and superior manufacturing capabilities. Beyond agricultural production, Malaysia operates factories producing electronics, machinery, construction materials, and various consumer products.

“Through continued positive cooperation and both countries’ membership in the Regional Comprehensive Economic Partnership (RCEP), bilateral trade is positioned for substantial future growth,” Vanak projected, highlighting the institutional frameworks supporting expanded commercial relations.

The focus on halal food processing represents Cambodia’s strategic approach to accessing Muslim consumer markets while leveraging Malaysia’s expertise and certification capabilities in halal product development and international marketing.

This initiative reflects Cambodia’s broader economic diversification strategy, seeking to expand beyond traditional sectors while building on established diplomatic and commercial relationships within the ASEAN framework.
