Indonesia Strengthens Global Halal Diplomacy Through Partnership with Russia
JAKARTA – The Indonesian government, through the Halal Product Assurance Organizing Agency (BPJPH), is intensifying its global halal diplomacy efforts, with Russia emerging as a key strategic partner in this initiative.
“Indonesia possesses tremendous potential to leverage the global halal economy. Through BPJPH, we continuously push for Indonesia to become a global leader in halal standards and certification, while simultaneously opening international cooperation opportunities to advance the global halal ecosystem,” stated BPJPH Head Ahmad Haikal Hasan in an official statement in Jakarta on Thursday.
Official Visit to Moscow Strengthens Bilateral Ties
The strengthening of cooperation with Russia was marked by BPJPH’s official visit to Moscow, following a formal invitation from the Russian government through the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor).
Haikal explained that this visit represents a significant milestone for reinforcing integrity and bilateral synergy in the halal product assurance sector between Indonesia and Russia.
“This visit not only strengthens technical cooperation between Indonesia and Russia but also provides an opportunity to share knowledge regarding halal certification and production inspection systems,” he said.
Exploring Agricultural and Agroindustry Potential
Beyond Moscow, BPJPH conducted field visits to Bryansk City, recognized as one of the agricultural and agroindustry centers in western Russia, which holds substantial potential for developing halal food product supply chains.
Haikal emphasized that this visit aligns with the Indonesian government’s policy direction to strengthen the country’s position as a global halal hub.
Indonesia’s Global Islamic Economy Standing
According to data from the State of the Global Islamic Economy (SGIE) Report 2024/2025, Indonesia maintains its position as the third-ranked country globally in the Global Islamic Economy Indicator (GIEI).
Haikal noted that this achievement affirms the competitiveness and credibility of Indonesia’s halal ecosystem at the global level, serving as strong motivation to expand international networks.
“Through synergy, collaboration, and consistent implementation of halal standards, Indonesia not only strengthens the position of halal products in the global market but also plays an active role in shaping a more trustworthy and sustainable global halal ecosystem,” he stated.
Expected Impact on Trade and Exports
Cross-country collaboration in certification, standardization, and halal product quality assurance is expected not only to strengthen international trade but also to increase the added value of Indonesian halal product exports.
“BPJPH is committed to ensuring that this cooperation produces tangible impacts for the halal industry, opens new opportunities for Indonesian halal product exports, and solidifies our position as the global halal hub,” Haikal affirmed.
Strategic Importance of Russian Partnership
The partnership with Russia represents a strategic expansion of Indonesia’s halal diplomacy beyond traditional markets. Russia, with its significant Muslim population and growing demand for halal-certified products, presents substantial opportunities for Indonesian producers and exporters.
The cooperation framework encompasses several key areas:
Technical Collaboration: Sharing expertise on halal certification processes and production inspection methodologies between Indonesian and Russian regulatory bodies.
Supply Chain Development: Identifying opportunities to integrate Indonesian halal products into Russian agricultural and food production networks, particularly in regions like Bryansk with strong agroindustry foundations.
Knowledge Exchange: Facilitating mutual learning on best practices in halal assurance systems, quality control, and regulatory compliance.
Market Access: Creating pathways for increased Indonesian halal product penetration into the Russian market while ensuring compliance with both countries’ standards.
Building a Sustainable Global Halal Ecosystem
This initiative reflects Indonesia’s broader ambition to lead global halal standards and certification. By establishing strong bilateral partnerships with countries like Russia, Indonesia aims to:
- Enhance the credibility and recognition of Indonesian halal certification internationally
- Create new export markets for Indonesian halal products
- Position Indonesia as the authoritative voice in global halal standardization
- Develop sustainable and trusted halal supply chains across continents
- Support Indonesian SMEs in accessing international markets through recognized certification
Continuing Momentum
BPJPH’s engagement with Russia follows similar successful initiatives with other countries, including recent efforts to strengthen halal product monitoring with China through the Indonesian Embassy in Beijing, and ongoing collaboration with ASEAN partners Malaysia and Singapore on cross-border halal regulations.
These multilateral and bilateral efforts demonstrate Indonesia’s comprehensive approach to halal diplomacy—working simultaneously with regional partners and expanding into new markets like Russia to maximize impact and reach.
Looking Ahead
As the global halal economy continues its rapid expansion, Indonesia’s proactive diplomatic approach positions the country advantageously. The Russian partnership, combined with Indonesia’s third-place global ranking in the Islamic Economy Indicator, reinforces the nation’s credentials as a serious contender for halal industry leadership.
With consistent policy support, technical expertise, and strategic international partnerships, Indonesia is well-positioned to transform its demographic advantage—the world’s largest Muslim population—into economic leadership in the global halal sector.
The success of these initiatives will ultimately be measured not just in diplomatic achievements, but in tangible benefits for Indonesian businesses, particularly SMEs, who gain access to new markets, and Indonesian consumers, who benefit from stronger halal assurance systems domestically and internationally.
