Six-Year Halal Development Plan Sets Strategic Direction

The Bangsamoro Autonomous Region in Muslim Mindanao officially introduced the Bangsamoro Halal Industry Development Plan (BHIDP) 2025–2030 on December 16, 2025, in Cotabato City. Led by the Ministry of Trade, Investments and Tourism, the roadmap outlines a six-year strategy to position Bangsamoro as the country’s primary hub for a globally competitive halal industry. The initiative was developed through close collaboration with national agencies, private sector stakeholders, development partners, and regional institutions.

Islamic Trade Principles Drive Economic Vision

Rooted in Islamic values governing production, trade, and ethical conduct, the plan provides a structured framework to strengthen halal governance, regulatory systems, and industry standards. It aims to stimulate economic growth while maintaining sustainability, cultural relevance, and moral integrity across business practices in the region.

Halal Industry Seen as Major Global Opportunity

MTIT Minister Farserina Mohammad emphasized that halal is no longer limited to a niche consumer base. She described the sector as a fast-growing global market with strong potential to support regional prosperity. According to her, the BHIDP serves as a collective roadmap to build a resilient halal economy capable of supporting peace-building, long-term development, and inclusive growth across Bangsamoro.

Empowering MSMEs Through Market Expansion

The regional government expects the halal roadmap to strengthen micro, small, and medium enterprises by improving access to wider domestic and international markets. The plan also targets increased local and foreign investment while enhancing the visibility of Bangsamoro-made halal products and services.

Unified Leadership Backs Halal Industry Growth

Chief Minister Abdulraof Macacua, represented by Senior Minister Cusain Abdullah, stated that the roadmap provides a unified direction for transforming Bangsamoro into the national center of halal excellence. He highlighted the importance of coordination across institutions to ensure effective implementation over the six-year period.

Seven Priority Halal Sectors Identified

The BHIDP focuses on seven high-potential sectors, including halal food production, Islamic finance, Muslim-friendly tourism, pharmaceuticals, nutraceuticals, food supplements, modest fashion, cosmetics, media, and entertainment. These industries are expected to generate investment inflows, create sustainable employment, and elevate Bangsamoro’s role within the global halal economy.

Multi-Stakeholder Process Shapes Policy Framework

The roadmap was formulated through a series of consultations, workshops, and technical discussions involving government agencies, academic institutions, industry players, and development partners. This inclusive process reflects a shared commitment to building a strong halal ecosystem aligned with regional aspirations.

Commitment to Inclusive Growth and Halal Integrity

With the release of the Bangsamoro Halal Industry Development Plan 2025–2030, the BARMM government reaffirmed its dedication to food security, ethical trade, and inclusive economic progress. The roadmap signals a long-term commitment to strengthening halal integrity while advancing sustainable livelihoods for the Bangsamoro people.
