Hong Kong’s food industry is experiencing a seismic shift as local producers pivot aggressively toward the rapidly expanding halal market, developing specialized pre-packaged products designed to capture both the growing Muslim tourist influx and lucrative Middle Eastern restaurant export opportunities.
The Supply-Demand Crisis: Too Few Options, Too Much Demand
The numbers paint a stark picture of untapped potential. Industry insiders report that the current number of halal-certified restaurants is still falling short of meeting local demand, creating a massive business opportunity that savvy Hong Kong entrepreneurs are racing to fill.
“We have seen a rapid growth in halal certification applications in recent years, but it’s far from meeting the existing demand, especially during Muslim holidays when there is a surge in tourists from Muslim countries and local Muslims go out for celebrations,” explains Leo Yuen Chung-on, founding chairman of the Hong Kong Food Science and Technology Association.
Government-Backed Tourism Revolution
Hong Kong is actively pursuing new sources of inbound tourists, including those from the Middle East, to help boost its economy, with the government pushing to attract more Muslim tourists by expanding halal dining options, with a goal to certify over 500 halal restaurants by the end of 2025.
The Hong Kong Tourism Board has thrown its weight behind this initiative, partnering with the Incorporated Trustees of the Islamic Community Fund of Hong Kong to encourage applications as part of government efforts to diversify visitor sources.
The Numbers Game: A Market Worth Billions
The stakes couldn’t be higher. The global halal food market size is projected to grow from USD 2,520.71 billion in 2025 to reach USD 5,232.86 billion by 2033, growing at a CAGR of 9.56%. With the Muslim population estimated at 1.9 billion people globally, the demand for halal-certified products is massive.
From Local Need to Global Opportunity
What makes Hong Kong’s situation particularly compelling is the dramatic mismatch between local demand and supply. Roughly 400,000 Muslims live in Hong Kong, yet approximately only 130 halal-certified venues serve the community. However, recent progress shows momentum building, with nearly 190 eateries in Hong Kong having received halal certification as of mid-2025, and 60 hotels rated as Muslim-friendly by CrescentRating.
Export Expansion: Targeting Middle Eastern Markets
Smart Hong Kong food is developing certified pre-packed products specifically designed for Chinese restaurants operating in Middle Eastern markets, creating a bridge between authentic Chinese cuisine and halal compliance that could prove incredibly lucrative.
