Brazil’s Ceará Invests in Halal Goat & Sheep Meat

Strategic Move to Build Export-Ready Halal Meat Hub

The state of Ceará in Brazil is moving to establish a halal-oriented goat and sheep meat production network aimed at serving global Islamic markets. The Ceará Secretariat of Economic Development (SDE) is finalizing a feasibility study to structure a halal meat value chain, from animal raising to slaughterhouse operations, with the goal of turning the region into an export hub that generates jobs and economic growth. 

Ceará’s northeastern livestock, with about 3.8 million goats and sheep, provides a strong base for this initiative. The study, conducted with support from institutions such as the Ceará Center for Technological Education (Centec), universities and Embrapa, will assess production stages including logistics, sanitary controls, pricing and potential markets. If feasibility is confirmed, a memorandum of understanding is expected with participating partners, paving the way for investments in slaughterhouse infrastructure and halal processing. 

Job Creation, Logistics and Market Outreach

Officials say the initiative could create more rural jobs and add value to existing livestock production, minimizing the disconnect between supply and demand in local markets. Ceará’s logistical strength, especially Pecém Port and its Export Processing Zone (ZPE), positions the state well for international distribution and export growth. In addition to meat exports, study findings suggest potential for live animal exports to markets in Islamic countries. 

This move highlights Brazil’s broader shift toward halal trade expansion, following new market openings for goat and sheep meat in countries like Qatar, which now accepts such imports after securing sanitary approvals.
