Kyrgyzstan Proposes Penalties for Unauthorized Halal Product Manufacturing
JAKARTA — Kyrgyz authorities are moving to establish legal consequences for businesses that produce or market halal products without proper certification, following documented cases of standards violations among local manufacturers.
The Ministry of Economy and Commerce has drafted legislation that would impose penalties on companies releasing halal products or offering halal services without obtaining required certificates. The proposed regulations would also address failures to comply with halal certification protocols for both products and services.
Existing legislation in the Kyrgyz Republic already establishes standards for halal products, covering manufacturing processes, certification procedures, and labeling requirements. The new draft law aims to strengthen enforcement of these existing standards through a formal liability framework.
Alongside the proposed penalties, officials are working to modernize the halal certification infrastructure. Planned improvements include digitizing the certificate application and approval process, as well as implementing more transparent and effective oversight mechanisms for production operations and product labeling.
These regulatory enhancements are designed to safeguard consumer interests and strengthen public confidence in halal products available in Kyrgyzstan’s markets.
The legislative push follows revelations of compliance failures among certain producers. Previous inspections detected pork DNA in products from some companies. Authorities report that after reviewing manufacturing procedures and conducting follow-up laboratory analysis, these violations have been resolved.
The ministry emphasized that stricter accountability measures will help maintain the integrity of halal certification and ensure products marketed as halal genuinely meet Islamic dietary requirements throughout the production chain.
