Alberta Introduces Groundbreaking Halal Mortgage Program: Servus Credit Union Launches Islamic Finance Alternative

Servus Credit Union has initiated testing of an innovative alternative mortgage financing solution, marking a historic milestone in Canadian Islamic finance. The Servus Halal Mortgage will become available to Alberta consumers in fall 2025 through the newly established wholly owned subsidiary, Servus Halal.

Revolutionary Financing Structure

Breaking from Traditional Models

While conventional Canadian mortgages operate on interest-based frameworks, recent legislative changes in Alberta now permit provincially regulated financial institutions to provide diverse financing structures beyond traditional interest-based models. The new Servus Halal program enables customers to finance home purchases through cost-plus-profit agreements, which align with Islamic finance principles that prohibit interest payments.

Leadership Vision

Ian Burns, President and CEO of Servus, emphasized the significance of this development, stating that collaboration with key stakeholders to make halal mortgages broadly accessible represents an exciting demonstration of Servus’s innovation and industry leadership. He noted that providing specialized products to meet the evolving needs of diverse populations while driving member growth reflects a founding principle of the credit union system, making homeownership accessible to more Albertans.

Collaborative Development Process

The development of this halal mortgage solution involved extensive collaboration between multiple specialized organizations:

  • Government of Alberta’s Treasury Board and Finance Ministry: Provided legislative framework and policy support
  • Canadian Islamic Finance Board (CIFB): An initiative spearheaded by Al Rashid Mosque, offering Islamic finance expertise
  • Credit Union Deposit Guarantee Corporation (CUDGC): Served as regulatory oversight body
  • Servus Credit Union: Primary financial institution implementing the program

Each organization contributed unique expertise to ensure comprehensive representation of legislative, regulatory, community, and industry perspectives.

Nate Horner, President of Treasury Board and Minister of Finance, highlighted Alberta’s pioneering role, noting that the province became Canada’s first jurisdiction to enable provincially-regulated financial institutions to offer alternative finance mortgage products. He emphasized that access to alternative finance mortgages promotes inclusivity and fairness by providing Albertans with expanded home buying options.

Implementation and Oversight

Training and Certification Process

The Canadian Islamic Finance Board has undertaken comprehensive training of Servus Halal employees in Islamic finance principles and will provide ongoing annual certification of Servus Halal’s products. During the testing phase spanning June through August, CIFB will conduct audits of Servus Halal processes and documentation to ensure complete compliance with Islamic finance principles.

Religious Leadership Perspective

Dr. Muammar Sawan, Chair of the Canadian Islamic Finance Board, described this initiative as marking a historic milestone for Islamic finance in Alberta. He noted that for the first time, Muslim Albertans can access home financing from a regulated institution that respects their faith and values. CIFB’s commitment involves upholding the highest standards of Islamic financial ethics while ensuring complete transparency and trust in every transaction.

Regulatory Framework

As Servus’s regulator, CUDGC provided crucial subject matter expertise and regulatory guidance that enabled alternative finance mortgages to be offered. CUDGC will continue regulating and advising credit unions on business practices as they develop innovative products and services for members, ensuring credit unions remain financially sound through appropriate oversight.

Product Details and Accessibility

Eligibility Requirements

Servus Halal products are available to anyone purchasing homes in Alberta who meet established income and down payment requirements, ensuring broad accessibility regardless of religious background.

Financing Structure

The Servus Halal Mortgage operates as a 25-year, cost-plus-profit home financing structure that fulfills requirements of a Murabaha agreement within Islamic finance principles. Under this arrangement, consumers pay the home’s cost plus an agreed-upon profit amount for the financer. Monthly payments remain consistent throughout the 25-year mortgage term, providing predictability and consistency for homeowners.

Launch Timeline

Following completion of the testing period, Servus Halal Mortgages are expected to become available to consumers in fall 2025. Updates will be provided through ServusHalal.ca as the launch approaches.

Organizational Background

Servus Credit Union

Servus Credit Union, which recently merged with connectFirst Credit Union, has served Albertans for over 80 years, providing comprehensive secure financial services. The institution operates 147 branches across 80 communities throughout the province, along with online and mobile banking options. Servus Halal functions as a wholly owned subsidiary of Servus Credit Union Ltd.

Canadian Islamic Finance Board

CIFB represents an initiative led by Al Rashid Mosque, Canada’s first mosque and a trusted voice in Muslim community leadership. This nonprofit organization was established in cooperation with Muslim communities across Alberta, including Edmonton, Calgary, Fort MacMurray, and others, to support delivery of Islamic-compliant financial products that meet both spiritual and practical needs of Canadian Muslims.

The board is led by Canadian Islamic scholars specializing in Islamic finance who provide advisory, training, Shariah audit, and certification services. CIFB ensures financial offerings align with ethical principles of Islamic finance while playing a key role in enabling equitable access to homeownership while upholding regulatory and religious standards.

Government and Regulatory Bodies

Alberta’s Treasury Board and Finance Ministry oversees budget, planning, reporting, financial management, and administration of tax and revenue programs. The ministry also provides policy and regulatory oversight for Alberta’s financial, securities, insurance, and pension sectors.

CUDGC serves as the credit union regulator, guaranteeing deposits with Alberta credit unions and providing risk-based regulatory oversight. They ensure Alberta credit unions and their products comply with the Credit Union Act while enabling innovative products and services.
