Cebu Province Pursues Halal Tourism Development to Expand Muslim Visitor Market
Strategic Tourism Diversification Initiative
The Cebu provincial government is planning to develop halal tourism as a new strategy to attract more Muslim travelers in response to declining visitor numbers from traditional markets. This initiative represents part of a broader effort to diversify the province’s tourism portfolio and boost overall tourist arrivals.
Governor Pamela Baricuatro revealed these plans after Cebu hosted the 23rd East Asia Inter-Regional Tourism Forum (EATOF), where delegates from across Asia gathered to discuss regional tourism initiatives. The forum provided a platform for examining new approaches to regional tourism development and market expansion strategies.
Response to Changing Market Dynamics
The halal tourism initiative comes as South Koreans have long been Cebu’s top foreign visitors, but their numbers dipped during the first half of 2025. Governor Baricuatro acknowledged this challenge, stating that “With the decline in South Korean arrivals, we are looking into other markets. One of the things we discussed is halal tourism.”
Beyond developing halal-friendly experiences, the provincial government is also working to establish more direct flight connections between Cebu and East Asian countries to enhance accessibility and strengthen inbound tourism flows.
Infrastructure Development Challenges
The forum discussions also highlighted existing obstacles that require attention for Cebu to maintain regional competitiveness. Gaps in infrastructure and outdated facilities in Cebu were also flagged as challenges that need to be addressed to remain regionally competitive. These infrastructure concerns represent important considerations for the province’s tourism development strategy.
Understanding Halal Tourism Principles
Halal tourism refers to tourism that meets the needs of Muslim travelers by adhering to Islamic principles. This specialized tourism sector encompasses several key components designed to accommodate Muslim visitors’ religious and cultural requirements.
Essential elements include offering halal food, prayer facilities, gender-segregated amenities, and alcohol-free accommodations. It also emphasizes cultural sensitivity and respect for religious practices. These services ensure that Muslim travelers can maintain their religious observances while enjoying their travel experiences.
Global Market Growth Potential
The halal tourism sector represents a significant growth opportunity on the international stage. According to the Global Muslim Travel Index (GMTI) 2024 by CrescentRating and Mastercard, the Muslim travel market is projected to reach 230 million travelers by 2028, up from 160 million in 2019.
Southeast Asia, with its proximity to Muslim-majority nations such as Indonesia and Malaysia, is considered a strategic growth area for halal tourism initiatives. This geographic advantage positions Cebu favorably to capture a portion of this expanding market segment.
Strategic Regional Positioning
Cebu’s location within Southeast Asia provides natural advantages for developing halal tourism, particularly given the region’s proximity to countries with substantial Muslim populations. The province’s initiative aligns with broader regional trends toward accommodating Muslim travelers and developing culturally sensitive tourism offerings.
The development of halal tourism in Cebu represents both a response to immediate market challenges and a strategic investment in a growing international travel segment, positioning the province to attract new visitor demographics while maintaining its appeal as a premier Southeast Asian destination.
