Indonesia’s Path to Becoming Global Halal Industry Hub
JAKARTA – The Indonesian government expresses strong confidence in the nation’s potential to emerge as a leading center for the global halal industry, backed by substantial market opportunities both internationally and domestically.
Impressive Market Growth Projections
Speaking at the inaugural ceremony of Halal Indo 2025 held at ICE BSD Tangerang, Minister of Industry Agus Gumiwang Kartasasmita highlighted remarkable growth trends in the worldwide halal market. Muslim consumption across six sharia economic sectors reached USD 2.43 trillion in 2023, with projections indicating a surge to USD 3.36 trillion by 2028.
The domestic market presents equally promising prospects. Indonesian household consumption hit Rp 3,226.1 trillion in the second semester of 2025, fueled by the country’s position as home to the world’s largest Muslim population of 245.97 million people.
“This represents our primary advantage. Indonesia should not merely serve as a marketplace but must establish itself as a leading producer and key player in the global halal industry,” the Minister emphasized.
Thriving Domestic Halal Industry
Recent performance indicators for Indonesia’s halal industry reveal encouraging developments. Currently, the nation hosts 140,944 halal industry companies, predominantly in the halal food sector with 130,111 businesses, followed by 10,383 halal beverage companies, and 1,633 pharmaceutical and medicine manufacturers.
The certification landscape demonstrates growing awareness, with 584,522 products receiving halal certification through 162,111 certificates, reflecting heightened consciousness among industries and consumers regarding halal certification importance.
Investment figures show significant interest in halal-related sectors, including Islamic finance. Between 2023 and 2024, these sectors attracted USD 5.8 billion in investments, with Indonesia securing the largest share at USD 1.6 billion.
Export-Import Challenges
However, trade statistics reveal areas requiring improvement. Indonesian halal product exports to Organization of Islamic Cooperation (OIC) countries reached only USD 12.33 billion in 2023, placing the country ninth in rankings. Conversely, imports from OIC nations totaled USD 29.64 billion during the same period.
“This situation sends a crucial message that substantial work remains, particularly in strengthening domestic production capacity to reduce import dependency. Nevertheless, this presents an opportunity we must leverage for Indonesia to rise as a global halal industry center,” Minister Agus stated firmly.
Government Initiatives and Programs
The Ministry of Industry, through its Halal Industry Center, maintains strong commitment to supporting national halal industry development through various programs, including technical policy formulation, infrastructure development, human resource enhancement, certification facilitation, promotional activities, and industry oversight.
The Indonesian Halal Industry Awards (IHYA) saw increased participation in 2025 with 1,031 participants, up from 984 in 2024, ultimately producing 16 winners after thorough judging processes.
Halal Indo 2025 Exhibition
Complementing IHYA, the Ministry collaborates with PT Dyandra Promosindo to organize the Halal Indonesia International Industry Expo (Halal Indo) 2025, which attracted over 300 participants from diverse sectors this year.
The four-day event features comprehensive programs designed to strengthen the domestic ecosystem, including Halal Connect, Business Matching, fashion shows, and Industrial Festival 2025 activities featuring expert speakers.
International interest proved substantial, with participation from more than ten countries including Malaysia, Thailand, Kyrgyzstan, China, Ghana, Philippines, Libya, New Zealand, Singapore, and the United States.
“We believe Halal Indo 2025 serves not merely as an exhibition but as a pivotal moment to strengthen cross-sector collaboration, open new opportunities, and inspire the future of Indonesia’s halal industry,” stated the President Director of Dyandra Promosindo.
Strategic Partnerships
During the opening ceremony, Minister Agus witnessed two significant partnership agreements: a Cooperation Agreement on Developing Indonesia’s Halal Value Chain Ecosystem, and a Memorandum of Understanding on Halal Industrial Estate Development to strengthen the halal industry ecosystem between the Director General of Resilience, Regional Development and International Industrial Access (KPAII) and the Chairman of the Industrial Estate Association (HKI).
