Russia Strengthens Halal Certification Program to Capture Growing International Market

At the KazanForum 2025 economic summit in Tatarstan, Russia’s primary quality assurance organization, RusQuality, highlighted its efforts to expand halal certification services in response to growing worldwide demand. The company, celebrating its tenth year of operations, is focused on innovation and partnerships to serve the increasing need for halal-certified products and services across regions from the Middle East to Asia.

Streamlining Global Trade Through Mutual Recognition

RusQuality’s director, Maxim Protasov, explained to Anadolu Agency during the forum how the organization aims to facilitate international trade for Russian businesses. Their halal certification division, which operates under Russian government authorization and Rosaccreditation approval, has gained acceptance in important markets including Gulf nations, Pakistan, Algeria, and Commonwealth of Independent States members. This mutual recognition system helps exporters avoid expensive duplicate certification processes in destination countries.

“Mutual recognition of our certificates eliminates costly re-certification in importing countries, saving time and resources for exporters,” Protasov noted, addressing a key obstacle in the rapidly expanding halal economy.

Trillion-Dollar Market Potential

The worldwide halal industry, covering food, drinks, travel, and financial services that comply with Islamic guidelines, is expected to reach trillion-dollar valuations by 2030. The KazanForum 2025 demonstrated this potential by inaugurating a specialized halal marketplace at the Kazan Expo International Exhibition Center, which RusQuality certified as meeting full halal compliance standards.

Pioneering Muslim-Friendly Tourism Standards

RusQuality has developed an innovative Muslim Friendly Standard specifically for hospitality businesses seeking to accommodate Muslim travelers. This certification covers everything from prayer facilities to halal food options, helping hotels create welcoming environments for Muslim guests globally. This initiative establishes Russia as an emerging competitor in halal tourism, a growing sector alongside traditional halal food exports.

Building on a Decade of Excellence

Since its establishment in 2015, RusQuality has earned recognition for its comprehensive certification programs covering halal, organic, vegan, and functional foods. The organization’s Russian Quality Mark, reinstated by President Vladimir Putin, enjoys recognition from 85% of Russian consumers and is gaining international recognition. Operating through more than twelve Competence Centers, the organization has become a leading force in standardization and consumer confidence.

International Collaboration and Future Expansion

During KazanForum, RusQuality enhanced its global partnerships by working with the Standards and Metrology Institute for Islamic Countries (SMIIC) and the Interstate Technical Committee to standardize halal requirements. Protasov emphasized that their standards accommodate all four primary Islamic schools of jurisprudence, ensuring broad acceptance without requiring modifications.

The organization plans to strengthen relationships with Asian and Middle Eastern markets while expanding its expertise in both halal and organic certification. As Protasov described the forum, it serves as “a vital platform for forging win-win partnerships and exchanging expertise.”

The halal market’s opening ceremony at KazanForum, attended by government officials and industry leaders, demonstrated Russia’s increasing prominence in the sector and established foundations for new trade partnerships. As RusQuality marks its tenth anniversary, its initiatives at KazanForum 2025 indicate promising prospects for Russian halal exports, positioning the organization to both meet global demand and influence the halal economy’s future development.
